I don't see the error anymore by adding: -nofee 1

Please, always use the latest github XCI Coin version. Build from source or download the binaries but use the latest version, it is much more stable and much more powerful. You can find the latest XCI Wallet version here:

Are you using the latest XCIwallet GUI or simplewallet? If you are using GUI you can set the fee before sending transaction.

I think stuck for 1 or 2 day after go back to your wallet.

Yes, 24 to 48 hours should be ok for transaction to come back. After that you need to reset your wallet.

XCI Coin is anonymous. If you will send me some xci coins I will not know if YOU are the sender or not. If I am a merchant or exchange I need to know my deposits. That is where we need a Payment ID. In case of Payment ID a merchant or exchange has only one xci address for deposits and many Payment IDs "linked" to customers.
