I disagree, taxation is not the biggest drawback. It's mostly about their average business model. To put it simply, they are not ambitious enough to take on the world. Their local markets are big enough to flourish.

The outsourcing is making the economy of 'rich' countries better and richer so I think that the number of people working outside for U.S is much larger than the number of people that work inside the U.S for themselves in the tech industry. This applies to EU countries too but the number is much less.
