A pool which is taking over the majority of the network hash-power is the biggest real threat for the chain and this threat exists by all proof of work cryptocurrencies. Proof of stake currencies have of course their own problems which are not smaller.
Please look at my hybrid model.
This would be completely immune against this type of threat.

I broke this off the BTC guild thread because its offtopic for there.

Separately, I don't think you address any of the concerns at all, you could still have enormous pools doing both of the POWs. Plus your scheme has embedded in it a bunch of central rich people. "Does not want".
