I have sent two payment out of my wallet but did not get confirmed so did a rescan then have resent but yet again no confirmation it been over 90mins now again is there a problem with this wattle or the system if not can anyone tell me why this is happening thanks

 need more information... a txid would be beneficial

90 minutes without a confirmation is normal if your fee isn't high enough (unless block explorers shows it as confirmed) and re-scanning won't make it get confirmed. You'll just have to wait.
And as above, txid would help.

Either the transaction failed to broadcast or it was rejected by nodes either by being invalid or having too low a fee.

Double check that you are fully synced and that you have connections to the network. Then try right clicking the transaction and choosing the "Abandon Transaction" option. If it is grayed out, start Bitcoin Core with the -zapwallettxes option. See https://achow101.com/2016/07/Bitcoin-Core-Troubleshooting#option-startup for help with that.

thanks done that but I use fee amount that the wallet picks
it work yesterday but not today will try again
is there any way I can see if there is something wrong with the software
as this will be third time of trying to send payment

Done what? I posted three different things for you to do, and none of them involve sending the transaction with a fee.

Post the debug.log. You can find it in Help > Debug Window and clicking the Open button for debug log file. If the file is too big, post as much as you can from the bottom in http://pastebin.com/ and share the link to that paste.

I need to see the FULL log up to the present time. The chunk that you gave me is very short and from 2 weeks ago.

Can you please post the raw hex of the transaction in question? There is an option to copy the raw transaction when you right click it.

 weird.  I'm not seeing it with txid

It wasn't the same transaction that completed.
