For your criteria it is very hard to recommend you a sportsbook. There are some that fit into it but they are not bitcoin sportsbetting sites. They are the big sites only accepting USD, like 5Dimes or Pinnacle Sports.

I participate in that competition regularly and first, you don't need to wager top7 prizes. So if you win the 3 BTC, you can withdraw them if you like.
I finished 3 times in top7 and never had a problem withdrawing.
