Wallet has 0.21 unspent inputs.
I was using multibit HD wallet
I do not have wallet key but i have 12 words phrase
Can someone broadcast new payment with high fee and get it confirmed.

The 12 word seed is enough. Bitcoin reference nodes do not relay transactions with inputs that conflicts with the transactions that are confirmed or in mempool. Hence, the network propagation percentage is much lower, making it hard for miners to see your new transaction.

You can wait for a few days and hope Multibit HD stops rebroadcasting it and when the mempool drops it, you can resend a newer transaction with a higher fee.

Only people with full access to the wallet or private keys can do this.
If you can extract the private key(s), Bitcoin Core can easily do this. I can do it, if you trust me with the keys. Needless to say, you should never use those keys again after entrusting them to anybody.

Multibit HD do not let me see the private keys. but it is my wallet, so i have 12 words phrase and spending password what i was using on multibit hd.

I don't use Multibet HD by myself. It seems Multibit HD doesn't support export of private keys.
User nullc on Reddit says this:

There are currently 51000 unconfirmed transactions. With your fee (0.1 mBTC) it should confirm at some point, but it can take quite a while. I guess you're in a rush?

If it's not possible to get the private keys from Multibit HD, I can't double spend it.

there is no point sending there anymore because deposit address already expired.
And this "low fee" thing cousing me a lot of troubles.
standart fees was set in my multibit preferences, i don't know why it is so slow this time

i wish it will not be confirmed. simply there is no deal pending anymore in destination address.
how could i do so? is there any way i could stop multibit broadcasting this payment?
