All I can say on the subject is that English blacks are behaving differently then USA blacks or French blacks. USA blacks are the stupidest imho. there are several reasons for that.

1. American culture is stupyfing - A culture argument.
2. They close themselfs in ghettos taking away learning curve opportunities - Genotype contra Fenotype argument
3. They were decendants of slaves that village elders sold to slave masters. In other words they were the stupidest of the stupidest. - Demographics argument.
4. You can say that blackness of skin is somehow related to cognitive difficulties - Hardcore genotype argument.
