If I send LTCs to a non-existent address what will happen to them?  If I lost them, can I regain them?

What do you mean by "a non-existent address" exactly? If you mean an address that is invalid, then you will get an error when you try to send them. If you mean a valid address but one for which nobody knows the corresponding private key, then they are gone forever.
