From tapeout to mass production can be done within seven weeks if everything goes OK.  While tapeout was in February so 20nm starting to ship late April is a very real possibility.  They're just trolling hard for their own hardware sales.

We'll find that one out by May.  KNC went from receiving working chips to shipping miners in about one week last time IIRC.

Common knowledge in the Silicon industry. Ask any vendor about TSMC 20nm cycle time.
Dig around, it's easy to find.

KnC has boat load of money from self-mining and it is in their best interest to pay whatever extra expedite fee to get the process shorten so they can self-mine sooner (time = money in bitcoin mining).  And it is also in TSMC's best interest to produce the new 20nm wafer at faster and faster pace, time is also money in their business.  The less time it takes, the more 20nm wafers they can make for other customers = more money.  Besides, what better marketing for more 20nm business if they can tell their other potential customers they have gotten the 20nm manufacturing time down to 8 weeks or less.

If we are talking industry standards (rather than just dropping a number and providing nothing to back it up), vendors would say:

"Also, if you think about 28nm, the time from tapeout to sample is three to four months." (http://semiengineering.com/experts-at-the-table-changes-in-the-ecosystem-2/)

So if 3-4 months is actually 8 weeks, does that means 4-5 months is actually 10 weeks?

It was ORSoC first ASIC. They had FPGA code, ALCHIP did all the job.
Relations won't help here. Double Patterning takes times.
