this coin has never been silent, i saw it everywhere, in social media, in forums, it even have it's own home at thecryptochat, it has some promotional giveaways and eventhough sometimes the price are getting low, it just needs a little time and bounce back, it's one of the stable coin i'm holding and it really makes me INSANE.

Yeah, they require a non zero BTC balance to enable vote. 10K satoshi deposit is enough.

Bitcoin. It happened to me to have altcoin balance but zero BTC and vote was not enabled.
