If it is going to be used in a small community as medium of exchange you should not need point 3, 4 and 5 but only 1 and 2

In that case go to github and fork Zcoin, you get point 1 and point 2 (wallet is same as bitcoin), create a few nodes and start mining. done.

This is not easy and will cost you a lot,every algo existing has been implemented and if you are going to create something new,then you will need an awesome team to implement this,including marketing,goodluck with your project,just be sure don't let your project announce by a newbie include a a member with high rank to post the announcement..

In essence you want a clone, with a clone exchange , no innovation... I promise your "price stability" with this Altcoin Mascot kind of mentality will tend toward zero.
