From what I know you can load your PM account using a credit card, why don't you load your account using the neteller vcc?

I think it's a bid difficult to do it but you can try finding someone here: https://perfectmoney.is/business-partners.html but make sure the exchanger is trusted before doing any transactions.

I didn't find any deposit option in Pm account where i can use my neteller vcc card.

EDIT: got some btc from paxful. i think i can manage now with that amount.
But still i need $100 worth of btc within next 48 hours or sooner.
