Consider drafting up a scope of work with examples and detailing exactly what you expect the developer to deliver. I've hired a lot of developers from the board with some good results and some missteps. I suggest you do a fixed price model vs hourly, also use an escrow server here on the board, I suggest OgNasty's escrow. Lastly, I highly suggest you include installation support as well.
