Got the bill @Benson ... thanks for that.

Just for the record : while buying the guy (@rohirrim) said he got the SMPS for INR 15,500/- (he said it was 5% extra credit card payment). The bill also shows a 5% discount (which he did not mention at all) which he had got from the shop. So after all adjustment he had paid a total of INR 12,469/- to the shop. However this figure was quoted at 15,500/- to me and I believed him.

And guess how much he sold it to me for ? INR 12,500/-. I admit he has every right to quote the price he wanted,but what is most objectionable is that the guy lied just to sell his equipment. He lied in spite of knowing I trusted him to give the bill. And that is the reason why he took so long to get the bill (because people like him don't care after getting the cash for the deal). His lies only came to light after I received a copy of the bill.

The guy is a SCAMMER its just too evident .... in for making a cheap buck and taking people for a ride.

LESSON LEARNT FOR ME THE HARD WAY .... OTHERS BEWARE !!

PS: I could even post a copy of the bill for anybody who wants to verify.

Does not seem like a scam. Seems more like a person who got a price that he quoted without much negotiation.
