whats better processor mfgr to use?
how critical is cpu? what difference would having best processor make?

In general, they are pretty much the same. For CPUMiner, though, People have been reporting better results on intel CPU's. Intel CPU's perform better with code compiled using Intel's C++ compiler. So, overall, if you can, chose intel over AMD.
IN your specific scenario, though. You will have to find what's the best option for YOUR budget.

This would depend on what you're talking about. In mining, it's irrelevant unless you're talking about 15-year-old tech. If you're talking about synchronizing Bitcoin-qt to the blockchain for the first time, it might be relevant (I don't remember what the current bottleneck there is).

I have used both, I like AMD, I think the bang for the buck is much better than Intel.

Not as far as I know... I know the old Phoenix miner had trouble with certain configurations (would max out CPU usage at 100%, though if you limited it, there was no impact on hashrate). With modern low-end CPUs, you might have 1-2% utilization.

Either the AMD Sempron 140 or the cheapest Intel Celeron chips. I was planning with the AMD but then I found that Microcenter has a Celeron 550 for the same price but no AMD semprons. My cheap build excluding the GPU is $200 (CPU, Mobo, RAM, case, PSU)

Intel CPU's perform better with code compiled using Intel's C++ compiler. Despite all the buzz over the internet, AMD CPUs also benefit from Intel C++ compiler. However, ofc, out-of-the-box comiper configurations suit Intel CPUs more.

AMD APU, Fits in the same slot as a CPU, (AM3+) And has a built in gpu.
