0.0171 BTC in INR is actually 1047.19 INR right now. People are selling their BTC at a higher margin and not the other way around. I dont think anyone will be interested in selling their BTC unless you increase the exchange INR for it. Check Localbitcoins or any other Indian exchanges for reference.

Buying BTC p2p (peer to peer) will always leave you down @ a usually medium percentage premium to the other person, especially on Localbitcoins. You'll usually always have to use a 10-20% extra amount on your deposit to get some BTC, depending on the payment method. Good luck

At times there is a difference of 5 to 10% between buy and sell prices.

For smaller denomination trades the premium charged is higher.

I really doubt with such a small amount actually not many would be interested in cash deposit. Also premium you paying is less unless you increase the price so somebody may be interested in. Else buy it via IMPS to get a better price for yourself.

Why not buy from Indian OTC exchanges like Zebpay, Unocoin, or Localbitcoins

The resulting cost will be about the same even if you buy from international exchanges byt transferring the money via OKpay and all due to the commissions and fees.
