because offline wallets and online wallets still there are risk on them no 100% safe.

paper wallet is nothing strange or nothing you haven't heard of before. it is your private key(s) written on a piece of paper.
things you need to do are:
1) doing the operation offline on a computer that has always been offline and is also clean. turn your modem off and use live linux
2) use a trusted tool to generate private keys. this can be bitaddress.org or any wallet out there and it can even be your seed of HD wallets such as Electrum. just make sure the tool you are using is legit
2.5) you can encrypt them before printing so it can not be easily read and used.
3) print or write it down on a piece of paper or couple of them and store them safely.

My best method :

Buy a old second hand computer < One that would never see the internet again > Then go to https://www.bitaddress.org/ and save the whole site as a html file on a memory stick. Take that memory stick and copy that file onto the second hand computer. Run the script and generate as much paper wallets as your heart desires.

Do not connect that old second hand computer to the internet. Do not use memory sticks to copy information back and forth between that computer and computers connected to the internet.

Do not move printers, used to print the paper wallets between these two computers. < The information might still be saved on the printer's buffer or even internal harddrive >

This is a good Idea. But I have doubt, Can we create papper wallet with that raw HTML files ? There is not using any Server side scripting like PHP and ASP? If no, no need to connect with Internet. If need to load PHP or ASP scripts, Not possible to create papper wallet without connecting with Internet.

BitAddress.org offers you what you need (I'm using it too). If you can, boot up a Linux Live CD on your computer to make sure all is going to be safe and that your wallets won't be stolen. Linux Live CDs are Linux versions that remove every change or new file you've created as soon as you power off. BitAddress is creating wallets offline too, so you can plug in your internet only until the website is loaded and then all is going to be offline. Print them out and deposit money on them and done!

You might run into problems, if you move memory sticks between this "offline" computer and one that are connected to the internet, even if it is formated <Google BadUSB>

I even bought a cheap printer to print these paper wallets, for about $10. Why spend $100's of dollars on fancy hardware wallets, if these paper wallets can be used for cold storage. ^smile^

As suggested by Kakmakr and Pooya87, You can try this method as this is secure method as compared with other methods. Make sure you are taking backup of your paper wallet to other memory stick or paper and don't forget to take care of BIP-38 key if you have used that feature while creating paper wallet. It is the key you will need while importing funds from your paper wallet and you can add the bitcoin address on blockchain.info to monitor the balance and transactions as watch only address.

If that file having only HTML and Javascript, no need for Internet connection for working.

I am also interested with Electrum. Many Bitcointalk users recommending Electrum. For that purpose, I will buy a laptop. How about external hard disc? I think it is also safe for store Bitcoin in Electrum. What is your opinion?

Nope, I disagree. The whole point of the old second hand computer, is to eliminate all external access to any logged data by malicious software, that might reside on the computer. Even booting with another OS, will not remove that risk. Some malicious code are stored in firmware. < Take the Cisco routers as a example >

If nobody can ever gain access to that "offline" computer, then the private key generated on there would be safe. You will have to destroy the hardware, if you want to be 100% sure that nobody would retrieve any information from these devices.

This might sound a bit overkill, but if you are going to store 1000's of coins on these paper wallets or if 1 bitcoin goes up to $100 000/BTC, then you want these paper wallets to be secure.

I create 100's of paper wallets and then I push small quantities to them. If I need to use some, I do not have to sweep a single wallet with a large amount and then transfer the unused coins back to a new wallet. I just sweep a private key, and destroy the wallet. < You cannot re-use it after you sweep it, because the theory is once it was exposed to the internet, it is most probably compromised. >

If have a scanner facility in your home, Scan the papper wallet and save it as a JPG image. Then store those images in any Hard disc, memmory card OR Pendrive. Jpg images never damage also we can use it any time. If need to print, we can take a print any time. I think saving as a JPG image is the best way for avoiding papper wallet damages. What you say about my opinion?

Don't trust online web wallets no matter how many security features they have, you are relying on third parties to operate your bitcoins.

Regarding buying a second hand computer to create paper wallets it's too trouble some and more expensive than buying a cheap hardware wallet which has the best security out of all wallets out there in my view. Why creating trouble when you can do without it ? A second hand laptop will be costing minimum 50 Euro while a hardware wallet will cost minimum 15-18 Euro, specifically the Ledger HW.1

Electrum like any other tool is not just install an be safe, you need to make it safe. what i mean is going offline, making sure you downloaded the right file by verifying the signatures, running it on an always offline computer without any malicious software on it that may alter the result.

external hard disk also works but you usually want to connect that hard disk to a computer which has been online before and that even though may not do you any hard but it defeats the purpose of being cold storage.

well your answer makes less sense to me now. because you are talking about "malicious software, that might reside on the computer" and then suggest "buying a second hand computer from the internet!" so what is up with that?

and what you are saying is mostly being over-paranoid. and nothing is wrong with that but if you are thinking like that, there is a solution: stop using a computer to generate the private keys and go 100000000% offline.

One of the secure method i use to generate paper wallet myself is as follows;

1. Download github of bitaddress.org from here https://github.com/pointbiz/bitaddress.org
2. Open bitaddress.org.html in any of your internet browser
3. Note that you have to open this from your offline computer or your old desktop which you will not connect to internet anymore.
4. Than now print that paper wallet you have generated by just moving your mouse on that page.
5. Put that printed paper with bitcoin address and address info in safe place note down bitcoin address to send bitcoin into.
6. Only import that address to wallet when you want to use that bitcoins.
