You have to be 18 to be able to send money but you can be of any age (as long as you have a valid ID) to collect it.
Also this is from their facebook page and a response from their CSR:
Western Union Hello Alex, thank you for contacting us. In order to collect a money transfer you should present any of the following IDs:
Passport
Country Issued Identification
Driving License with Photo
Driving License without Photo
State Issued ID Card
