Hi..
I am very new to bitcoin and last night I purchased and sent out from localbitcoins.com  to
12w1JPRWqGxrUDmQGfmc1kfUDCUPaD448W (which was provided byBitcoin Core v0.13.2 on my PC).

After few hours I noticed from it had 18 confirmation from tradeblock.com
but did not arrive.

I wrote to localbitcoin.com and was told that the transaction was confirmed and it is the receiver wallet's problem.

Can someone please help? I have no idea what to do next.

Each block is stacked on top of the previous one. Adding another block to the top makes all lower blocks more difficult to remove: there is more "weight" above each block. A transaction in a block 6 blocks deep (6 confirmations) will be very difficult to remove.

You need to wait for Bitcoin Core to be fully synchronized before the transaction will appear. Check the bar in the wallet and you should be able to see the progress.

I installed Bitcoin Core last week and running 24/7 and has taken days and still not fully synchronize.
Yesterday it show 31 weeks behind.
Left it running overnight and currently it is shows it is 21 weeks behind and taking a very long time.
Is this normal?

Bitcoin Core can take anywhere from a few hours to sync to a few days, even weeks. It all depends on your network connection and your computer's specs.
