I've been learning Chinese since 2016, so far discovered that in the case of a completely foreign language with no cultural ties to your mother tongue, 3 things are important: consistency, mindfulness and persistence. The second one is probably less obvious that the others, so here's an explanation: in addition to simply trying to learn everything by heart, it pays to actively try to understand the underlying system, the structure of the language, and the connections between its parts. Not only does it help advance faster, it can also provide a great insight into the culture and the mindset of the people whose language you're learning.

Everything happens with a good practise of speaking. Grammar and other things are important but without speaking, it's nothing.

Learning a new language is hard. It's like a child learning his first words. You have to practice every day. That's the only thing that you can do. Practice every day just like it is your every language to use.

I think the best effective way to learn a new language is the first
know the basic language of the country you want
to learn, second is to watch movies so you can imitate there
language, the third exercise is always and the last is trying
talking to someone who also knows how to speak that language.
thank you

I tend to learn it word per word. After I have learned some, I use appropriate words to complete a sentence via google translate and other useful articles or videos.

I would suggest to use an app like Duolingo. Learn as much words as you can. Watch movies or talk to native speakers.
