As per subject, I had installed AMD 11.08.2016 and it works fine but everytime when it reboots it will force it to 11.21.2016. Anyone can recommend the best AMD Drivers for any RX4** series?

Turn that stupid windows update off! It was winding me up when i 1st upgraded to windows 10. Turn windows driver update off then use the driver that works best for you

I turned it off but somehow it still change from 11.8 to 11.21 ..

Everyone have their 'best' driver version, but what I can tell you from personal experience is that always go for newest drivers. I never had any driver problem and haven't noticed any performance drop if you go for newest drivers (especially for RX cards)

I've just got back into GPU mining. I'm using NiceHash Miner v1.7.4.3 (Windows 10 Pro) in various configurations and am not having any issues but these configs are not really optimized.

AMD Driver 17.1.2
2 - R9 Sapphire Dual-X OC 280X
495 Sols/s equihash

AMD Driver Version 17.1.1
1 - Gigabyte Windforce R9-270X OC
464 H/s cryptonight

AMD Driver 16.11.5
2 - XFX R9 270 DD
300 Sols/s equihash
