Regressive would be if the tax rate was higher for lower incomes. A -flat tax- is by definition not a higher rate for lower income. The rate is...flat.

Even so, the shitty flat tax proposed every year has a rebate for everyone of the spending they would do up to poverty level. Basically, everyone gets a check every month from the government. I see that as opening the door to some commie bullshit down the line as they just raise the poverty level to a million.
