What does this bet mean ? Does it mean that Coutinho needs to have a shot on the target and the shot to be stopped by the goal keeper or it counts even if he hits the target but misses a few centimeters out of it ?

Shot on target means a shot within the confines of the net so yeah the goalkeeper must stop those shots otherwise they will fly into the net and become goals 

There is another category in the drop-down menu called Shots which means all the shots a particular player has made during the match. (All) Shots consist of all the shots on target plus the missed shots

You are playing some weird bets. Where do you find these bets? I have never seen a “shot on goal” for a player in any sportsbook I visit. Is this something new, never heard of it before in my life. This could be like a sure bet on messi and Ronaldo every game they play, they have like rarely never shot a ball for a whole game. They score most of the time let alone shot on goal.
