The code says 1 block per 60 secs but more are being mined due to low diff .

The code does not say anything like this .
Number of blocks mined depends upon the difficulty and Mining hash .
As the hash increases the number of mined blocks also increases .
The reason for rejections are :-
1)The default outgoing connection limit is bad for fast blockchains
2) There is no fool proof way to prevent orphans or stales, especially if the major pool operator doesn't take steps to make well connected nodes
