Does a monitor have to be hooked to each video card for the system to recognize and use it?

on linux - don't need anything
on windows - need a dummy plug - http://forums.bit-tech.net/showthread.php?t=167450

Im mining with 3 GPUs on windows. No monitors or dummy plugs attached...
