There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, which will follow the rules of the network no matter what miners do. Even if every miner decided to create 1000 bitcoins per block, full nodes would stick to the rules and reject those blocks.

470 4gb are more cost effective (at least in the US), get 6 or 7 of them with risers
you only need a celeron/pentium to mine, get the cheapest cpu you can
theres also not really a point to get >4gb of ram, just set virtual mem to 16gb
no need for an ssd boot drive, but it is nice. but any old HDD will do
any CPU cooler will do, since mining eth doesn't use CPU much
no need for 2tb hdd
psu is good but evga is cheaper and more or less equivalent quality(in the US). if you are running 7 cards, 1000w is probably not enough, I have only tried 6 undervolted 470s on a 1000w PSU
