You have used some really harsh words in your title which I think is not the appropriate way to report someone.
I think the issue should be brought to the local moderator's notice and he can take the necessary steps.

Even if he is not banned, he should be given negative trust for attempting to scam using Google translate.
He has been caught by Xandry using automatic translation tools and he blatantly lies about it.
