This forum is a good source to get updates on releases on time, the top of the forum is always updated with a link to the stable official release (which is what you should get for regular use).

I dont think it was already released and there was no official announcement of the release yet. If it is already release then topics of the relased of 0.14 will flood the topics on this forum. But as you can see there was no flood yet and this is just a sign that possibly that the new bitcoin core was not yet released. But let us not worry it will be released sooner since it was announced that they will release it this year.
