You should be atleast jr.member rank to upload an image.
Use this command [.img]your img link[/img] once you are jr.member

If you are talking about being able to embed images in a thread, you can use the [img]http://tag but you have to reach Jr member rank first.
If its adjusting the image dimensions you're talking about use: [ img width=x height=x]url[ /img]

there are two ways to include images in your post if you are a newbie:
a.include the link to your image in BBCode and ask a Jr.Member (or any  higher ranked ember for that matter) to quote your post ,this way your image will be visible as a picture
b.post your image in a form of a link,with imgur,for example,this link should look like this:

Pictures can not be uploaded to bitcointalk.org no matter the rank. Upload your picture to e.g. imgur.com first and afterwards use the img tag as explained above.
