EDIT: Just got home and used the codes OP gave me. Based from my experience, it worked! What is great is that it is up until 2019! I haven't gotten codes that will last more than 2 years!

It depends on your account status.
In default , your AWS account only supported create VPS in 2 region. But you can request for lift the limit by contacting AWS Support.
Codes can be used in EC2 for create instances/vps , i've already tried it and works perfectly for create 2core 4GB RAM instances.

You must request for increase limit in region and spec you want by contacting AWS in Support Center.
My code doesn't affect your account for create specific spec of vps.
So if you have new account you must contact aws first for increase your limit.
