Hi! I'm russian and my English not very good, sorry if i will do mistakes. In February I sent my BTC to other site for exchange and write very small comission. Now it transaction sent again every 2 days and I can't change comission or back my BTC

There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, but full nodes are more resource-heavy, and they must do a lengthy initial syncing process. As a result, lightweight clients with somewhat less security are commonly used.

What exchange are you talking about? Is it a Russian site? I don't really understand, you're BTC wallet is making transactions to them? So you sent them your login details and lost control over it? Also, did you try contacting the site administrator and explain the situation to him. Reputable exchanges will reverse funds if they're not sent intentionally.

It is really hard to figure out want you want. Instead of us guessing i would suggest that you go to the Russian sub and ask them there.

in English it is commonly called "fee" not commission.
if you don't want to share the TX ID with us that is fine, go to blockchain.info and paste the transaction ID in the search bar and look at the bottom right section and find a field called "Fee per byte" if in front of it says a number which is smaller than 200 then your transaction had a small fee and that is why it is stuck.
