help. Newbie wants to buy very small amount of BTC. Anyone willing to sell?

Im just several days new to bitcoin. I have found out that my hardware is currently not sufficient for any mining. I need to get some bitcoin (fraction of it) for some real testing [like sending between my wallets, trading etc.. ]

currently I have  3 redundant dollars on my paypal account  .ok not much i know. I would like to buy from members with some good reputation preferably on otc  [i don't want to be scammed on my first transaction even small one:)].
