ARK is based on DPoS consensus model. New blocks are creating by 51 delegates and only they receive reward's.
If you are holding ARK's but you aren't delegate you don't earn new ARK's. Pool is type of delegate which share part of the reward's. So voting pool is the easiest way to earn free ARK's just for vote.
