Yes, bitcoin is decentralized. So will Bitcoin Unlimited be should the hard fork happen. Because let's face it: there's no way a soft fork is happening. So nobody will be able to tell Rog & Co. what they can or can't do. Well you are assuming there will be a network split...and you're also assuming that the small block version with a smaller proof of work chain will still get to call itself "Bitcoin"...which is certainly questionable.  So lets not get ahead of ourselves.

What you are describing is what I and others call a bilateral hardfork-- where both sides reject the other.

I tried to convince the authors of BIP101 to make their proposal bilateral ... Sadly, the proposals authors were aggressively against this.

But, if there is a split and bigger blocks are the longest chain, I think it is more likely than not that the big-block/long chain version will keep the bitcoin name, one way or another.
