Palit GTX 1070 dual exceeds the limit that I see from MSIafterburner?

I always noticed my one rig of GTX 1070 exceeds the temp limit that I set from MSI afterburner.

I set the temp limit to 65% but the temp of some cards right now exceeds 70%.

Does it look like the MSI afterburner doesn't work well?

Can you guys explain to me why this is happening? or there is another way to fix this?

I'm not experienced this in my other rig.

Software-wise, any temperature controller doesn't actually control the temperature.
It tweaks the processes to match the max temperature setting, like slow-down the GPU-core when the temp gets too hot and normalize it if it's far from the set value.

Hardware-wise, it may have been reaching above the maximum value because of the fan, hardware issues and external temperature (or location in the room).
For example: after reaching the maximum temp it's already beyond 61%+, MSI Afterburner reduced the processes to minimum to reduce the temp but the room is too hot, core have temp issues and the fan can't efficiently cool the GPU; making it reach up to 70%.

I assume that the other rigs aren't 1070s.

If it exceeds the temperature set by you in Msi Afterburner the first thing to check is your graphic cards fan. Usually it happens to single fan carded. I had one Zotac and I set it in 75 degree celsius as max temperature and I saw the temperature at 91 degree, the fan was not spinning full speed, to me it was just a sata cable problem, changed it and the fan started spinning again.

We have AC here in my room and I think it is not a problem with room temperature.
These cards are working fine before without any issue on limiting temp but these days any coin that I mine exceeds the limit temp that I set. Just I don't understand what happened.

The fan is not automated I already had set the fan at 95% speed but still exceeds the limit.

Those cards that exceeds limit temp I already clean them by removing the fan and I use a brush to remove all the dust also I put some lubricant oil in the middle of the fan motor so that the fan can run smooth because the fan before is running slow that is why I decided to put a little lubricant oil to the fan motor.

Do you think it is because of the new riser I replaced the riser before because the old riser is not detecting the cards and the old riser is blue and I replaced a new riser with red color.
