I am beginner to bitcoin.I have a question about bitcoin core.
If I have a bitcoin-core hd wallet in which there are 10 user accounts.then a user with its own private keys can access some other account data or not?
Please help me! thanks

Do you mean 10 Windows user accounts, or? If this is the case, then the answer to your question is yes. You shouldn't store your wallet(s)/private keys on shared machines.

You can use a password to lock the wallet. That would be safer.

The best way would be a hardware wallet like trezor though.

you can use feature "installed only at this user" so other user cant see bitcoin core, because the bitcoin core only installed at your current user.

Encrypt with password and backup the wallet.dat file regularly... Never delete the wallet.dat file because you might never be able to get it back.

If you had Private of BTC adrress, You can sent it, but other had it, you may be lose your coin

You can use a password to lock the wallet. That would be safer.
That's useless if one installs a keylogger on the system. One of the other users could do this.

you can use feature "installed only at this user" so other user cant see bitcoin core, because the bitcoin core only installed at your current user.
That effectively does nothing to prevent the theft of funds.

Encrypt with password and backup the wallet.dat file regularly... Never delete the wallet.dat file because you might never be able to get it back.

You should explain better what you have there.
A wallet contains one or more addresses. Usually it also contains the private keys for those addresses too (you can safely assume that your wallet contains the keys too).
This means that everybody working on that machine and can open the wallet software will have full access to the funds.

You can password protect the access and/or the spending of the funds, but, as others said, someone else can install a keylogger and get your passwords and steal your money.
Keep in mind that whatever wallet you use (unless you use a hardware wallet), your money is as safe as your computer is.
