This is the main problem of the low populated PvP games, the matchmaking is not working, because there is simply no one to play against.
I can't remember if I have seen a successful gambling service with only pvp games which remained popular, most of them seem to come and go very fast.
If I may suggest something - adding some 'vs. house games' should help to kill time and mitigate problem, also adding faucet to the site wouldn't be bad idea.
