Where is a highly dependable place to make purchases of LTC
I was intending on buying off gdax but apparently
I cannot purchase through coinbase/gdax due to requiring

If you need to buy it first, yes, it takes time.

Like pedrog have suggested you can use shapeshift or poloniex to buy LTC directly if you have some bitcoin, but if you don't have bitcoin you can buy some quickly by searching for offers in localbitcoins or in paxful.

If you can get/have bitcoins then you'll be able to buy ltc easily on gdax,btc-e,poloniex or bittrex.
 a dump is in place probably wait before buying.

here are all trades with Litecoin. Whatever currency you plan to use that exchange you check. Buying Crypto with fiat is always slow. That gives you an idea why Crypto is so superior.

if you have bitcoin you can buy anywhere exchanger, all exchanger accepted trade litecoin/bitcoin
if you use want buy use fiat money is good you buy in local exchanger youre country or localbutcoins.com, because if use transfer wire process deposit is very long time
