Maybe not entirely, teams could be allowed to spend more by certain coefficient, but If it should be suspended you can expect some European Giant-wannabe Clubs to take a huge advantage of it and splash out big.
It is questionable how much money clubs will have to spend after all. will everyone manage to overcome the crisis. I think clubs like Man City and PSG who usually depend on the owners' or private funds rather than the club's profit will find it easier to spend than other clubs who don't. Unfortunate indeed, Zilina happens to be one of those clubs I'm familiar with in the league, together with Slovan Bratislava, I do bet on them sometimes and they were doing in the league, what then could have led to the bankruptcy ? mismanagement ?

They still have to pay salaries to their players, management and all other club employees, but they have no income. Neither from ticket sales, sponsors, or TV right since all matches are suspended.

It is obvious that teams will not be making as much money as they used to make because of this corona situation, we are talking about billions of dollars of revenue lost and penalty paid from all the teams total, that means those billions of dollars that would instead be used for football will now not be used for it and that causes the teams finances to be screwed a bit.
It means they will not be able to spend as much money as they normally would on players, which causes players to cost a lot less when they are sold. Of course, some players are not for sale at all, but any team who wants to sell their players will have to do it a lot cheaper since they will not be able to find a buyer that has a ton of cash for the player, all of them are in big debts now.

To add their owner isn't really that rich compared to the clubs part of the top 4 leagues in the Champions League it's quite possibly what Pmalek has said and that their main source of revenue was cut off because of the suspension. Although I never seen this coming from a club who have finished 2nd place in their league and made quite a lot of money by selling Robert Bozenik in terms of their league standard. Don't get me wrong but the owner is rich but he might just rather lose his club rather than add more cash on a business that isn't generating anything back for him.

Feeling a dilemma due to the covid-19 disaster, if the player does not want to pay cuts then the club is on the verge of bankruptcy. Maybe that's the best way for the benefit of all players and clubs.
It's the way to go in the current crisis. Those players earn a ton of money per year than most people in the world will ever dream of earning so i don't think they could feel any pinch for the salary reduction for a few months down the road until things come to order.

He had his days last year but didn't made much impact this season like last season. So I get it why they are trying to get him but still I don't think Kane is gonna leave for club in Italy. It's just a rumour that I find hard to become a done deal in future.
Havertz looks like he could be the next big thing, that fee does look ridiculous but like with Sancho, because of their age you get a lot for your money, many years of talent.
I love the thing about Bundesliga that its really makes up some young and promising talents but €100m is really a bit too much. Also interest from other clubs may have pushed the bar a bit too high?

It's owned and supported by the 'club members' themselves who pay an annual fee.

I can’t see Harry Kane moving to a club abroad, if he is to leave I think he would join another EPL team, maybe Man Utd. He doesn’t seem cultured enough to be willing to move overseas.

I think thats his nature, and going to europe would be a bigger challenge. I am sure Manchester united will interest him, playing with prime pogba and bruno is something he definitely look forward to. And with the pace at which the united team is growing consistency, its the right call. But it seems like united would make Sancho priority this summer, and with Covid-19 reducing income, its gonna be interesting what happens.

I also read somewhere that he might leave Spurs soon though i don't think it will be possible this coming summer. Very few clubs will be willing to splash money around for players like Kane

Correct. I would break the bank to get that guy - if it needs to be 100mln, then so be it. With only 20 years of age, that dude is already the heart and soul of Leverkusen. He is very versatile and a good general, such players don't grow on trees. 100mln is surely a lot and you are probably overpaying a bit, but this is an investment in the future. Not only does he improve your team, but you should be able to sell him for 200mln in a few years (bar any serious injuries). Although I don't like Bayern always getting the best players from the other Bundesliga teams, they should be a good fit considering all circumstances. You don't need to go to Barca/ManU at a very young age as a german player. Step by step, like Kroos did.

Very true about Levy lol, his a difficult man to negotiate with after Raiola,
He loses profit on(sell it cheap) Eriksen because asks unreal money for them from PL clubs. But no one is like Raiola, he (and few people from the same business) is probably the worst things which are happened in football. They are the culprits for a poorer quality of football players, young guys get lot of money and they lose the desire to play and prove themselves. then you have some big talents who are sitting on the bench and earn enormous sum of money for that.
