It all depends on the context. OP gives no further information, which directly means that he could very well refer to a new all time high on Bitfinex. From there, it means the poster you quoted is actually raising a good point.
Other than that, I just wonder what the top will be if the panic really starts to pick up. At some point, people will blindly buy in order to get their value away from there. Somehow exchanges are doomed to fail as one goes nuts after the other.
