I go to TOSHIBA SETUP UTILIY-----> ADVANCED------>CHANGE BOOT ORDER----->ODD----SAVE AND EXIT
but when I turn on my computer I normally open the windows
what i'm doing wrong?

You have to press a key during startup to actually boot from the ODD.

I think it will be better if you try Google and YouTube. There are usually tons of results for questions like these.

I believe it is in the BIOS boot up sequence setting. Please check it out. But the best bet here is search in Google.
Google is your friend. YouTube might also help with a clearer explanation.

Make sure the CD room is still working. This often happens if the CD room is too long not used until it is damaged

press del or f2 then select boot from cd
