Tokens are built on top of existing coins like ETH, normal altcoins you see out in the wild use their own blockchain !

What is the need to create a token on top fo the existing coins?

Because noobs with no skills can create a token with Minerium to try and get rich with just another ERC20/23 ICO Roll Eyes
