Yes, it's safe to use vps with bing ads, actually vps is better then running account on your own computer

If you run your own internet connection with bing then IP shows as broadband (real connection). but if you will use Amazon AWS (for example) then your ip will say it's Amazon connection and Corporate (instead of broadband).

So bing will know you are using VPS, am I wrong ?

That way you can only run 1 account
For ex- you use 1 account on your home IP perfectly but after using it you have to create new account and bing won't let you because of same IP
That's why I use high quality private proxy on vps so you can get unlimited accounts
