美国国家情报总监科茨对国会所做的报告称，美情报部门认为，俄罗斯与中国正在研制反卫星武器。
报告称：“据我们评估，俄罗斯和中国认为必须回应美国在军事、民事和商业太空系统的优势，他们正考虑将打击空间系统的实力列入将来的军事学说中。这两个国家都将继续研制各类反卫星武器，以此缩小美军的优势……俄罗斯和中国有意研制能够对抗太空领域以美国为主的对手的武器，虽然他们在公开声明中和外交领域将继续推行太空非军事化，继续声称不首先部署武器。”
据俄罗斯卫星通讯社报道，报告还指出，俄罗斯有意将电子战部队现代化，并于2020年前部署新一代电子战武器。伊朗和朝鲜也在扩大自己破坏军用通信和导航的能力。
