The inputs you used were used in another transaction that is in the mempool. Nodes in the network do not accept transactions with conflicting inputs and hence it gets rejected. Is your Electrum client synchronized? Can you give us the list of addresses you are trying to spend from?

Your wallet is seeing another transaction that spends the same input.
Two possibility:
1. There is a conflicting transaction.
2. Your client sees a transaction that was dropped by majority of the nodes.

Check your address on Blockexplorer. If there is another transaction that is unconfirmed, you have to wait for it to be dropped before you can send another transaction. If you don't, press "preview" when sending transaction and select "Copy", go to coinb.in/#broadcast, paste the line inside and press broadcast.

I am using windows standalone 2.6.3 version of Electrum wallet, its a widnows desktop wallet, and as you said i saw their in network area and it is clicked as "select server automatically" so when i take that tick i am not getting list of other network to select as you said it.

even same i am having problem. my coins are stuck and i wanted them urgently

that's a very old version. you should upgrade to the latest version. there have been many bug fixes since 2.6.3 so perhaps your problem is also fixed in the latest version.
