Well, in this case it's your mistake because you did not read their terms&conditions even though you knew this thread was from 2017 and you cannot base on the informations written here. So I don't know if there is anything you can do in this situation, since they are just respecting their rules and you cannot call them a scam yet. If it's a considerable amount of bitcoin you won then I'm sure you can find a way to verify your identity and send them a photo of your ID. You should be glad that it's not half or even 1 bitcoin so let's say it's small amount you can afford to lose and you also help other gamblers to get notified to a potential scam site that only take money from gamblers. I think you have learned your lesson on not trusting gambling sites so easily.
