It would be harder to find a partner for the business the purpose here in this forum. Because people will not trust newcomers.
Why not you just try with your neighbors/friends/relatives for partnering with them ? Will you invest $20k by believing an unknown person ? You need to think in the similar manner. Maybe getting loan from your local bank would be the right solution if you are believing into your business concepts. Good luck !

Seems you are just looking for a partner because you want the money... Near to impossible to achieve it here. Who has $20.000 will probably start his own business without the need to trust a strange on the internet.
Also, I believe there are many casinos already and the supply is enough for the currently demand here on Crypto-Currency world. It's not a 100% certain of profit to start a casino online, you need many players and I see some casinos are already having difficulties to keep the high traffic and the money rolling all day long.

If their would be provably they might gonna build their own business or spend it on ICO rather than believing on your bullshit business. And If their are several people would bite that then what is your assurance that they can regain back their money? Another newbie asking for $20k money to the people for his bullshit business. Most of these attempts wont work anymore and also op didn't tend to state or even represent his idea on what kind of business does he plan to fund.You wont really get any partners here online and no dumb will give you easily $20k and make partners with you easily because no one would really ever trust you.
