Your ~100KW rate is almost twice what I'm paying in Missouri. That's actually higher than baseline residential rates in town (without factoring in service charges).

As long as you use decent server PSU's Power Factor should not really be an issue. Most will have PF correction circuitry built-in to give a PF of around 0.9 or better, (perfect is 1). PF will be one of the PSU specs.
