I think Neo is much more established, it would be one of the best choices. i would also suggest u look into the newly introduced projects but with a very promising future. I found a post earlier that seemed like plagiarism but when I searched a phrase from the post on google it didn't find any hits, but it did suggest that several of the words were spelled wrong by underlining them with red squiggles. When I completely retyped the phrase I was then able to find at least one other exact match on the forum, so I then reported the post with the link to the other post that matched it. So, mission accomplished, but it was a pain to do.

I also noticed that simply quoting the post in question also highlighted several of the words as misspelled, even though they looked to be spelled correctly (e.g. - any, agency, of) and that got me to thinking that if I could merely report the use of homographs that it would save a lot of effort.

It depends on the Mod handling it. Sometimes they get banned, but the last time, after I spent an hour reporting 1-200 homograph spambots, most of them only had one of their posts deleted. That's a complete waste of time, and I haven't reported any homographs since.

Hmm, that's precisely what I want to avoid - single post deletions instead of banning. I seem to recall someone here (iasenko, maybe?) proposed adding a rule forbidding the use of homographs but I guess that hasn't gained sufficient traction yet. Seems like a no-brainer, though, as there is no valid reason to write an English word with one or more non-English/Unicode characters; the only possible purpose is to evade plagiarism detection.

Where in fact that I can still see that they're still active and can post anywhere they like in any ann thread, posting such copy-pasted posts from icobench rating page where they didn't even quote or credit the original posts/poster tho I see that their post I reported was removed.

Can any mod explain why this 2 users still can posts where plagiarism is such a huge case to get permaban on this forum?

According to bpip.org (credits to vod for this amazing site) both users got some of their posts deleted, so I guess there are some of your reported posts in it.

Like LoyceV said, it depends on which mod handles your reported post. In my experience, the most of my plag reports got banned, but some of them only got their posts/topics deleted, which is a bit frustrating,
because I invested a lot of time investigating it.

In that case, I would report both users again, 'cause they are still copy/pasting content:

It's up to you but I always use the report to moderator link first and post here if either it doesn't get handled or it is too complicated to explain in the report text.

Are you sure he was banned?

Maybe he was lucky to unban his account, I don't know.

Look at the right site in the security/moderator log section, it says "Profile has been Autobanned". So the user was able to log in, but he can't post anymore.

If the account is banned, that doesn't mean that he cannot log-in. He cannot post/PM or merit but he can read (idk if he receive messages, maybe only form the admins) and nothing else.

Though it's not necessary to include, these 3 users, including the one who posted the original were reported as connected accounts here.
