Indeed, obviously this account feels too entitled to follow the rules of this forum.  
It's a disgrace to every quality poster providing good content that people like @thandie keep abusing the rules.

I do not speak German to get into the essence of what is happening, and I did not delve into the report two weeks ago, but the above-mentioned report will not lead to a ban since the author unambiguously stated the authorship of another person.

People have to follow the rules and this Account is violating Plagiarism policy deliberately and repeatedly, especially recently where he is also harassing Newbies in addition and he shows a lack of interest to follow the rules. He has not linked the original source of the article and that's expecially a deliberate offense because it's easy to do. Just imagine he has just copied it from there but didn't post the link. We can't read the context from his source as he hasn't provided a link where he copied it from.
Moreover, it's common sense to use Bitcointalk's internal quote function:

It's just another disrespectful incident of improper quotation and deserves an outright ban while people, even valuable forum members like RegulusHR, have been banned for less and were banned for a long time even after a big apology.

Moreover, I do not trust the reports of those people ^{[so I don't understand why you sent -Lemming- 10 merit]} who deliberately cut out quotes out of context and publish them as a plagiarism report, since there are enough inattentive people on the forum who tend to draw frivolous conclusions, (I highlighted in blue).

It's easy to verify and I always recommend to verify yourself. It's a known offender recently, so it would be nice if the rules are enforced.

It is very rare to see a legendary member who does not know how to quote nor reference. There I no how the user would have scaled from newbie to legendary without knowing these rules.
Actually what I think happens is that at some point, these legendary accounts change hands. In some naive cases a newbie will be the one behind a legendary account.
Then the user will face a dilemma of asking newbie questions or pretending to be a real legendary user. Ofcourse he/she will likely choose the later. Then, the consequences will be what we saw above.

Exactly, it's very sad to see. If people are using the forum, reading the rules properly should be the first thing and directly after that, they should look up how the forum works (main functions like Merit, Trust etc). But hey, some people obviously don't care much about it or feel too entitled.

It's difficult to say but I could imagine that there are a few options:
- members posting only on behalf of a project and using Bitcointalk as a platform to advertise. Such users only come here to create a (shitcoin) [ANN], never visit other forum sections and don't read the rules.
- members using the forum as a platform to shitpost for signatures / posting mostly non-Bitcoin related, off-topic crap. In both cases, such users don't care much for something else and don't bother to read the rules.

Both cases have one thing in common: they don't care much about the well-being of the forum but rather using if for their agenda (advertising the project / posting non-Bitcoin realted, off-topic crap).
Especially the second one could result in a Legendary account before Merit was introduced.

Yes, it can happen (and has happened very often when Altcoin Signatures were still profitable). But in that case (@thandie) I'm very sure, it's still the original owner.
Considering this, it's even more disappointing that reading and respecting the rules is obviously not possible for such members.

If we google it, we see that it has been previously published on facebook. As it does not cite it, it could be plagiarism. Moreover, the post of this brand new seems more intended to promote the casino (luck9-casino) than because he wants to exchange opinions about this.

I think the problem is misattribution and not plagiarism as the link to this guy's blog led me to other articles authored by blockchainx.tech.
